Foundations of the right of the public utilities, Rolland laws apply vigorously to the public service for electricity, where activities did not change since the advent of the « electricity fairy ». It is always about producing, transporting, distributing and supplying electricity, respecting the general interest. Nevertheless, the legal framework applicable to these activities is under a dramatic transition, stemming from the will of the European Union to create a single market for electricity.
